Waiting for UK tier 2 visa decision while on visitor visa in UK (applied for in Berlin) [closed]

I cannot find this answer anywhere and it seems like it would be a common question: I am applying for a Tier 2 UK visa while on a visitor visa in Berlin. I then want to travel to the UK on a visitor visa (to look for housing) while they are still processing my UK tier 2 application. Is this ok? Can they switch my visitor visa while I am in the U.K. to a Tier 2 once it is approved from where I sent the application to in Berlin? Or do I have to stay in Berlin until the Tier 2 is approved and wait to enter the UK? I am an American citizen.
